Development Plan for Moldauhafen Quarter: Public Consultation Underway

Until 2 September 2026, members of the public can review and comment on the draft development plan for the Moldauhafen Quarter on Kleiner Grasbrook. The procedure covers the northern part of the future Grasbrook district, located between the Norderelbe and Moldauhafen.

What is planned

The Moldauhafen Quarter is set to become a mixed-use residential and business area. Plans include approximately 3,000 homes, 56 per cent of them publicly subsidised, as well as around 5,000 jobs. A primary school, a large park, the new site of the German Port Museum, leisure facilities and local amenities are also envisaged.

How to participate

The documents are available online via the DiPlanBeteiligung participation platform and in paper form at the Department of Urban Development and Housing in Hamburg-Wilhelmsburg. In addition to the development plan, amendments to the land-use plan and the landscape programme are on display. An earlier public consultation took place in spring 2022.

The development plan is intended to establish the statutory planning framework required to deliver the Grasbrook quarter.
